A new feature added to Risk of Rain Returns is Game Rules. Game Rules enable the player to change how the game works in order to fit the experience to their liking. Game Rules are referred to as Classic, made to closely match the experience of Risk of Rain (2013), or Modern, the way Risk of Rain Returns was designed to be played. Specific Game Rules and their interactions will be listed on this page.

Stages
Stage Variants #4-#6 (of any stage) will only appear when Modern stages are enabled. As such, the Artifacts of Dissonance and Cognation cannot be obtained when using Classic stages.
Items
The following items will only appear when Modern items are enabled. They cannot be chosen with Artifact of Command if Modern items is not enabled.
Common
Mocha Slightly increase attack speed and movement speed. Increases movement speed by 7.5% (+7.5% per stack) and attack speed by 6% (+6% per stack). |
Topaz Brooch Kills grant temporary barrier. Killing an enemy grants 15 barrier (+15 per stack). |
Voltaic Mitt Climbed ropes are electrified. Climbing creates an electric trail that deals 50% damage (+30% per stack). |
The Toxin Touch enemies to weaken them. Infect enemies on contact for 3 seconds, causing them to receive 30% (+15% per stack) extra damage from all sources. |
Mu Construct Heal periodically after activating the teleporter. Heal by 2.5% of your maximum health every 5 (-25% per stack) seconds after the Teleporter has been activated. |
Razor Penny Slightly increased Critical strike chance. Critical strikes give you gold. Gain 3% critical chance (+3% per stack). Critical strikes drop $1 (+1$ per stack) gold. |
Arcane Blades Move faster after activating the Teleporter. Increases movement speed by 30% (+30% per stack) after the Teleporter has been activated.

Royal Medallion Bosses drop powerful buffing wisps when hit. 10% chance on hitting a boss monster to drop a buffing wisp that improves health regen, attack speed, move speed, and base damage for 10 (+6 per stack) seconds. |
Prophet's Cape All blocked damage heals you. Briefly blocks all incoming damage upon being struck (Recharging after 15 seconds). Blocking damage heals you for 3 (+1 per stack) health. |
Locked Jewel Activating an interactable grants barrier and gold. Activating an interactable heals 35% (+15% per stack) of your maximum barrier and grants $8 (scales with time). |
Hunter's Harpoon Killing an enemy grants a temporary burst of speed. Killing an enemy increases movement speed by 125% for 1 (+1 per stack) second. Consecutive kills increase buff duration for up to 25 seconds. |
Insecticide Chance to apply damage over time. Heal if the enemy dies. 10% (+5% per stack) chance on hit to spray an enemy dealing 10% damage per second. Spray stacks up to 10 times. Killing enemies heals for 10 (+5 per stack) health per stack of spray. |
Decaying Sample Gain an orbiting follower that damages enemies. Gain two orbiting spheres that strike for 100% (+ 50% stack) damage every 0.25 seconds.

Bottled Chaos Using your Equipment triggers an additional, random Equipment effect. Activating an Equipment triggers a random equipment effect 1 (+1 per stack) time(s). |

Substandard Duplicator Picked up items yield an additional temporary copy. Picking up an item gives you a temporary copy of itself. Temporary items last an additional 10 (+10 per stack) seconds |
Classified Access Codes Access a deadly weapon against the Teleporter bosses. The Atlas Cannon appears each stage, activating it deals 40% (+20% per stack) of maximum health as damage to the teleporter boss after it spawns. |
Umbrella They fear the rain. Rain begins for 15 seconds (increases per stack) upon activating the Teleporter. Rain stuns, damages, and weakens enemies. You are invincible while it is raining.

Mace Replica45s CD Swing a powerful mace, activating your item effects. Swing a powerful mace for 250% damage, knocking enemies away. Guaranteed to activate all on-hit item effects.

These Game Rules do not affect world generation, and instead only affect the damage dealt and received by Survivors.
